Soong proposes NT$76 b. budget to boost birthrate

Taipei, Dec. 30 (CNA) People First Party (PFP) presidential candidate James Soong on Wednesday proposed allocating NT$76 billion (US$2.31 billion) to help boost Taiwan's declining birthrate.

In a televised presentation by Taiwan's three presidential candidates of their policy platforms, the PFP chairman said that if he is elected he will increase the baby bonus to parents to NT$30,000 and offer a monthly subsidy of NT$20,000 until the child reaches the age of two.

Soong, 73, said he will also allocate NT$28 billion for subsidies to parents to help pay for children's pre-school education.

The PFP candidate promised to improve technical and vocational schools, and science and technology education at university level, and help new graduates find jobs.

College student loans will be provided interest-free over a five-year period, Soong said, adding that he is against raising college tuition fees.

He also promised to provide inexpensive and safe housing for college students. Soong said the NT$76 billion budget will come from a national bank that will be set up to manage the country's sand and gravel resources. (By Kuo Chung-han)
