New Taipei to have new hospital in 2020

Work on a 1,000-bed regional teaching hospital in New Taipei started Monday, with the facility expected to open in 2020 to bolster the city's inadequate medical resources.

The project, with an estimated investment of NT$6.7 billion (US$205.1 million), is being undertaken by the Chang Gung Medical Foundation on a build-operate-transfer (BOT) basis.

The foundation currently runs eight hospitals around Taiwan, and the new project has been designed to be built and equipped on a scale similar to that of Chang Gung Memorial Hospital's Linkou branch, said Lin Chi-hung, the head of New Taipei's Public Health Department.

Located in the city's Tucheng District, the new hospital will be a 19-story building with 41,996 ping (138,839 square meters) of floor space. It will house 36 medical departments, burn wards and a thyroid cancer treatment ward and have a capacity of 1,058 beds.

Authorities in New Taipei, the most populous city in Taiwan with nearly 4 million people, expect the new facility to serve a population of about 1.2 million people and mitigate the city's lack of medical resources.

In 2011, New Taipei had only 15 emergency department beds per 10,000 residents, the second fewest of any city or county in Taiwan and far lower than the Ministry of Health and Welfare's target of 35 beds per 10,000.

The shortfall has been particularly serious in Tucheng, which only had 6.5 emergency ward beds per 10,000 people as of 2011, forcing residents of the district to seek medical care elsewhere.

New Taipei Deputy Mayor Hou You-yi attended the groundbreaking ceremony on Monday and lauded the Tucheng hospital project as one of Mayor Eric Chu's top priorities since taking office.

Chu is on a three-month leave of absence from his job as New Taipei mayor to run in the Jan. 16 presidential election as the candidate of the ruling Kuomintang.

The hospital is the third one in Taiwan to be built using the BOT formula, following Taipei Medical University-Shuang Ho Hospital and Tainan Municipal An-Nan Hospital, and is the project involving the biggest investment. (By Justin Su and Evelyn Kao)
