Online application for blue-collar foreign laborers to begin

Taipei, Nov. 10 (CNA) Taiwan will open online applications for blue-collar foreign laborers from Nov. 16 on a trial basis, following the opening in October of online applications for white-collar workers, overseas Chinese and foreign students, an agency under the Ministry of Labor said Tuesday. The Workforce Development Agency (??????) said the agency will fully open for online applications from blue-collar workers Jan. 1, 2016. The agency noted that every year, several thousand white-collar workers come to Taiwan, while around 40,000-50,000 blue-collar workers travel here. Under the current regulations, applications have to be conducted in person or via postal mail. With the new opening, employers and brokerage firms can apply online. The agency said that in consideration of public convenience and streamlining procedures, the procedure for white-collar and blue-collar workers applying to work here is moving toward a paperless model. If employers want to apply for a work permit for a foreign worker, it can go to to complete the application procedure, and screening of the application will be shortened to three days from the present seven days. The agency said that blue-collar online operations will include applying for hiring permit after entry and reporting departures of foreign laborers, as well as reporting foreign laborers who abscond. If a laborer absconds from his or her post, the employer needs to complete a report within three days, which is a big time constraint. The online report could cut the complex procedure in which employers must report to the worker's brokerage firm, following which, the broker must send relevant papers to the authorities.
