Taiwan’s Straits Exchange Foundation (SEF) Chairman Lin Join-sane arrived in Fuzhou Monday morning for the Cross-Taiwan Strait Summit, where he is expected to hold discussions with China’s Association for Relations Across the Taiwan Straits (ARATS) later in the day.

The two organizations are expected to sign a tax agreement and an aviation safety cooperation agreement, according to reports.

Lin will attend a welcoming reception hosted by ARATS Chairman Chen Deming in the evening in the presence of MAC Deputy Minister Lin Chu-chia, Deputy Minister of Finance Chang Fan, and Directorate-General of Highways (DGH) Director-General Wu Meng-fen, who will preside over the seminar on Tuesday.

The summit will be the 11th meeting since the inauguration of President Ma Ying-jeou in May 2008 between the top leaders of the two bodies, which were set up by Taipei and Beijing to discuss key issues and negotiate agreements in the absence of official ties.

One of the agreements Lin and Chen are expected to sign is primarily about double taxation and other tax cooperation issues, and the other will deal with aviation safety issues, including "fit-for- flight" standards, according to the SEF press release. Lin is also scheduled to meet Zhang Zhijun, head of the Chinese State Council's Taiwan Affairs Office on Tuesday before heading back to Taiwan the next day.

Prior to Lin’s departure for Fuzhou, SEF Vice Chairman Chou Jih-shine said that the contents of the two proposed agreements have passed national security screening and have been discussed at public hearings, but he added that the wording and phrasing need further review.

The cross-strait summit is held every year to promote trade relations between Taiwan and China. The last round of talks was held in Taipei.
