Taipei publishes SOP for flood management

Taipei, July 28 (CNA) The Taipei City government on Tuesday unveiled standard operating procedures (SOP) to prepare for and respond to floods and storms.
The city also released maps of flood-prone areas and said it will inform ward chiefs and local residents when water levels rise to warning levels, according to the city's Fire Department.
The SOPs unveiled were divided into three phases: preparedness before heavy rainfall, the emergency response amid heavy rains, and restoration following floods.
In terms of the preparedness phase, people can apply for subsidies to install equipment such as flood barriers to strengthen disaster preparedness.
Before heavy rains, the city government will also inform ward chiefs and officials of flood-prone regions and provide sandbags and flood-control gates to prevent floods in these areas, according to the Fire Department.
The city government will actively provide disaster warning information as well, and city residents who want related information are encouraged to leave their mobile phone numbers on the Taipei City Disaster Prevention and Rescue Information website.
Taipei Mayor Ko Wen-je said flooding is inevitable amid a dramatically changing climate.
He said the city government will compensate flood victims based on standards formulated by the central government for damage compensation, and it will also encourage people living in flood-prone areas to apply for grants to install flood barriers. (By Hung Chun-yen, Yiu Kai-hsiang and Evelyn Kao)
