Color party organizer slammed over treatment volunteers

TAIPEI (Taiwan News) – The volunteers recruited to work at the color party hit by a powder blast which left two people dead should be considered as employees, reports said Friday.
Almost 500 people suffered burns in the June 27 fire at the Formosa Fun Coast water park in New Taipei City, with 184 officially listed in critical condition Thursday and two dead.
Organizer Lu Chung-chi “claims the people who worked at the event were volunteers in order to avoid the responsibility of an employer,” said Democratic Progressive Party lawmaker Lin Shu-fen.
Separately, the Ministry of Health and Welfare and the Ministry of Labor also said that since the volunteers at the color party received payment, it was clear that there was a case of employment.
Of the 101 volunteers Lu recruited with T-shirts, free meals and party tickets, 13 were injured, including six staying in intensive care.
Lin said that volunteers should serve the public interest, but in this case, the event was clearly for profit. The so-called volunteers were in charge of managing the entries and exits, cleaning the site and throwing the powder around, while tickets cost NT$1,100 (US$35) before the event and NT$1,500 (US$48) at the door, the lawmaker said.
Other critics accused the organizers of having abused the relative inexperience of young people to recruit them as volunteers, whereas they should receive the full benefits of employment, including medical care in the event of a professional accident.
Lin said she wanted to propose a legislative amendment which would strengthen the rights of employers involving labor insurance.
