Prosecutors won't take up cases against Ma

Citing a lack of evidence, the Special Investigation Division (SID) said Thursday that it had decided not to take up cases in which President Ma Ying-jeou and former President Chen Shui-bian are accused of having received political donations.

According to the Central News Agency, Presidential Office spokesman Charles Chen said the president was gratified that the judiciary has proven his innocence.

The SID under the Supreme Prosecutors' Office launched an investigation into Ma's case after radio host Clara Chou repeatedly alleged that Ma received a political donation of NT$200 million (US$6.49 million) from Ting Hsin Group. Chou also cited a report from my-formosa.com as saying that Ma received NT$1 billion from Ting Hsin and further said that Ma also received donations from certain electronics companies.

After questioning Ting Hsin executives and Ma's aides and checking the company's cash flow, the SID has found no evidence to support Chou's allegations, the SID said.

On the allegation that Ma received donations from electronics companies, the SID said it has questioned the relevant witnesses and verified with related agencies and also found no evidence to support Chou's allegation.

As to the case of former President Chen, this was based on an allegation made by former opposition Democratic Progressive Party spokeswoman Hsu Chia-ching. During a speech in Dallas, Texas in February, Hsu accused Chen of accepting billions of Taiwan dollars in donations from construction companies when he was president.

When questioned by prosecutors, Hsu said she had heard the information from a construction company owner but she did not know the person nor did she remember the date or venue of the meeting, according to the SID. Prosecutors also questioned Chen's aides and checked the flow of funds in Chen's corruption and money-laundering cases, but could not find the money mentioned by Hsu, the SID said.
