Prime Minister Tony Blair says Irish Republican Army's campaign is over

Prime Minister Tony Blair said the door is now open to a final settlement of the Northern Ireland crisis following an independent commission's report concluding that the Irish Republican Army is no longer engaged in terrorist activity.
"The door is now open for a final settlement in Northern Ireland," Blair told reporters in a brief statement at his Downing Street office.
Blair said there was now consensus that change would only come through dialogue, though he understood why some people might be skeptical.
He said his statement was based on the Independent Monitoring Commission's assessment that the IRA campaign was over.
The expert panel reported, in findings designed to spur a revival of Catholic-Protestant cooperation in Northern Ireland, that the IRA is committed to nonviolent politics and has shut down key units responsible for weapons-making, arms smuggling and training.
The British and Irish governments warmly welcomed the 60-page assessment of the commission, a four-man panel that includes former directors of the U.S. Central Intelligence Agency and the anti-terrorist unit of Scotland Yard.
