…At a time of public financial constraints and the fact that the performance in terms of profit margin of many of the state-enterprises has been poor in 2012, does your ministry have a plan to reform the bonus system of state enterprises under MOEA?

On January 7th, 2013, all delegates of Legislative Yuan came to the following decision: 1. In 2011, the four SOEs, which include Taiwan Power Company, CPC Corporation Taiwan, Taiwan Sugar Corporation and Taiwan Water Supply Corporation, can only issue the profit-share reward up to 1.2 monthly salary. 2. Since 2012, only SOEs with surplus can issue profit-share rewards, and the maximum of the rewards are 1.2 monthly salary. …Nevertheless, due to business variation among different SOEs subordinated to different ministries, Executive Yuan has already instructed several ministries to reconsider the characteristics and the orientation of this reward system, to check if the evaluating indices to performance-oriented reward and profit-oriented reward are duplicated or not, and to inspect if public policies are reasonably taken into account.
