QPR equalized through a contentious penalty in the 20th, referee Mark Clattenburg ruling Norwich defender Sebastien Bassong fouled Djibril Cisse from behind.
Norwich goalkeeper John Ruddy turned Cisse's penalty on to the post, but Bobby Zamora followed up successfully.
Norwich had the better second-half chances, with Snodgrass heading over and Russell Martin hitting the crossbar.
