Albania drafts law to help EU organ probe

Albania has drafted legislation giving the EU the right to investigate claims that civilian captives from the 1998-99 Kosovo war were murdered there to allow the sale of their organs.
The draft law made public Wednesday is expected to be passed by parliament this week.
The EU has set up a task force to conduct the investigation, headed by American prosecutor John Clint Williamson.
A Council of Europe report by Swiss politician Dick Marty alleged that the rebel Kosovo Liberation Army ran detention centers on Albania's border during neighboring Kosovo's war for independence from Serbia. It said civilian captives, including Serbs, were killed there and their organs sold on the black market.
Both Kosovo and Albania have denied those allegations.
