President Barack Obama meets with Japanese Prime Minister Yoshihiko Noda in the Oval Office of the White House in Washington, Monday, April 30, 2012....

President Barack Obama says aggressive actions by North Korea are a sign of weakness not of strength.
The president says he and Japanese Prime Minister Yoshihiko Noda agreed to continue discussion on how to confront belligerence from Pyongyang. Those acts include North Korea's recent failed rocket launch and expectation it could soon undertake its third-ever nuclear test.
Obama met with Noda Monday in the White House and held a joint news conference with him.
Obama also praised the Japanese people and Noda for Japan's recovery in the aftermath of the deadly earthquake and tsunami that struck the island a year ago.
The president hailed an agreement to shift about 9,000 U.S. Marines stationed on the Japanese island of Okinawa.
