UN chief: More than 11 million face drought

Secretary-General Ban Ki-moon says more than 11 million people in the Horn of Africa are confronting the worst drought in decades and need urgent assistance to stay alive.
The U.N. chief urged donors to support the appeal by U.N. agencies for $1.6 billion to pay for life-saving programs in the region.
He said the U.N. has received only half that amount so far.
Ban told reporters he called an emergency meeting Tuesday morning with the heads of U.N. agencies and they agreed "we must do everything we can to prevent this crisis deepening."
"The human cost of this crisis is catastrophic," he said. "We cannot afford to wait."
