France opening office in North Korean capital

The French government says it is opening a two-person office in the North Korean capital but that the move doesn't presage diplomatic relations.
French Foreign Ministry spokesman Bernard Valero said Tuesday that the goal of the office is "to maintain a presence" in Pyongyang, work with French NGOs which provide humanitarian and emergency food aid and to boost cultural ties.
France is the only major European Union member without diplomatic ties with North Korea. However, Valero said that "for now" diplomatic ties are not on the agenda.
The decision to open an office was formally announced by President Nicolas Sarkozy in early 2010. The office director has not yet been named. The second person will be a linguist.
