Experts say world not ready for big health crisis

A panel of international experts says the swine flu outbreak illustrated that the world is not ready for a lengthy public health emergency.
Its report Wednesday on the World Health Organization's handling of the 2009 outbreak of the H1N1 flu concludes that the world is "ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained and threatening public health emergency."
The panel found that international health regulations adopted in 2005 by 194 nations are helping improve preparations somewhat, but are not being put into practice fast enough globally.
It also said WHO did some things well during the pandemic and fell short in other areas, but there was "no evidence of malfeasance.
