Local SAfrican polls have national implications

South Africans are voting across the country in local elections that have national implications.
The African National Congress, which governs at the national level, is expected to win in most municipalities, though it has seen its popularity slip amid complaints it's not keeping up with the demand for houses, schools, running water and other basics.
That could be an opportunity in Wednesday voting for the main opposition Democratic Alliance, which has its roots in a white liberal anti-apartheid party, and has been hobbled by an inability to attract black voters.
Already, a chastened ANC has made changes, giving local communities more of a say in picking candidates. President Jacob Zuma also has promised that his national government will ensure that local governments perform.
