A new report says the war in Afghanistan has reached a stalemate and the best time to jump-start a political settlement with the Taliban is now.
The report was issued Wednesday by a public policy research institution called New Century Foundation. It says the U.S. and Afghanistan's neighbors, especially Pakistan, must play key roles in any negotiations. It also says that demands that the Taliban sever ties with al-Qaida should be goals, not preconditions for talks.
The report was released as Afghan President Hamid Karzai called on the Taliban to lay down their weapons and reconcile with his government.
The report says neither side can be confident of a military victory so the time to end the stalemate and open peace talks is now.
