Russian lower house approves bill on police reform

Russia's lower house of parliament has approved a bill on reforming the nation's inefficient and corrupt police force.
The State Duma voted 315-130 on Friday to approve the bill submitted by President Dmitry Medvedev in the final of three required readings. It will now go to the upper house, which is also controlled by the Kremlin, for final approval.
The bill is intended to clarify police authority, particularly the situations in which officers can use force, and increase its accountability to the public.
Public trust in police has been eroded by numerous cases of corruption, blackmail and torture of suspects in custody. Police shooting sprees and frequent deadly road accidents caused by drunken officers have added to public dismay.
