FSC chairman-designate outlines work agenda

The Financial Supervisory Commission's (FSC) chairman-designate said Friday he will do his utmost to regain public confidence in the commission after assuming the post.

Shi Jun-ji, an FSC commissioner who has been designated as the next FSC chairman, made the remarks at his first news conference since Premier Su Tseng-chang announced his new assignment earlier in the day.

Noting the commission's core work comprises buoying up the financial services industry and maintaining a stable financial environment, Shi said his top priority will be to ensure the FSC's smooth and efficient operations.

Shi further said that impartiality, integrity and circumspection will be his modus operandi during his term at the FSC.

Shi, who has a doctorate from National Taiwan University, said although he is not an "insider of the securities and futures market," he is not a layman in the financial profession, either.

One of his most urgent tasks after assuming the post is to draft a concrete action plan to implement a number of "common opinions" reached at a recent government-sponsored economic conference on financial reforms, Shi said.

The two-year-old FSC has traveled down a bumpy road since its inauguration July 1, 2004. Several of the commission's key posts have been vacant for some time.

Shi will succeed Kong Jaw-sheng as new FSC chairman instead of being an acting chairman. Kong was dismissed in May after being suspected of involvement in three counts of irregularities that took place during his tenure as chairman of the state-run Taiwan Sugar Corp.

Over the past couple of months, FSC Vice Chairman Lu Daung-yen has served as FSC acting chairman. After Shi takes over the FSC chairmanship, Lu will serve as chairman of the Over-the-Counter Securities Exchange.

As the FSC is responsible for many onerous assignments, Shi said he will urge the premier to name a new vice chairman and replacements to fill up other vacant posts in the commission as soon as possible to ensure the FSC's smooth operation.

The top post at the FSC's Examination Bureau has been left vacant since the resignation of Lee Chin-cheng more than a year ago. Lee has been indicted on charges of leaking official secrets and corruption.
