International monitors praise Kyrgyz vote

International vote monitors have hailed Kyrgyzstan's parliamentary election, saying it was marked by political pluralism that further entrenched democracy in the Central Asian nation.
The Organization for Security and Cooperation in Europe's election-monitoring arm said Monday the poll offered voters a genuine choice.
According to an incomplete count of Sunday's ballot, five parties appear to have won seats in parliament.
Under recent changes to the constitution, the newly empowered parliament will now have the right to approve a government and appoint a prime minister.
That model sets the country apart from the other former Soviet republics in Central Asia, where power is usually held in the hands of authoritarian leaders.
