Merkel pushes for changes in EU treaties

German Chancellor Angela Merkel says the European treaties need to be changed to introduce sanctions for countries whose deficits run too high or who accumulate too much debt.
Merkel said Thursday such changes could serve as a signal to stabilize markets.
European Council President Herman van Rompuy said after a meeting with Merkel that talking about changing the treaties is "no taboo," though his priority is to work within the current framework.
Both Merkel and van Rompuy stressed the importance of strengthening EU economic governance.
Merkel said next week's European council will launch a process that could lead to a permanent institution to deal with issues of competitiveness and stability.
