Montenegro says ex-Thai Premier Thaksin Shinawatra won't be extradited or put to justice without valid proof or an international arrest warrant.
Thai authorities this week accused Thaksin of terrorism and charged him for his alleged role in the deadly Bangkok street protests by his supporters. The charges carry a possible death sentence.
Thaksin has acquired a Montenegrin passport and reported is staying occasionally in a seaside villa the tiny Balkan country.
Prime Minister Milo Djukanovic told The Associated Press on Thursday that Montenegro gave Thaksin citizenship partly because of his planned multimillion investments in Montenegro's tourism. Djukanovic said "we have mechanisms to correct our decisions" if need be.
