French FM says Haiti effort could have been better

French Foreign Minister Bernard Kouchner says the Haiti rescue mission ideally should have been better coordinated.
He says that, to be truly efficient in an earthquake situation, rescuers need to be there in the first hour.
Kouchner, a co-founder of Doctors Without Borders who worked with the group in Haiti nearly four decades ago, made the remarks Friday at a joint press conference with U.S. Secretary of State Hillary Rodham Clinton.
Clinton said that, moving forward, various countries will be thinking about how to divide responsibility in Haiti.
She says Haitians have demonstrated "ingenuity and resolve ... and we have to match that." She said there is a need "to cut through the bureaucracy."
