ECFA to be signed under three preconditions: premier

Taipei, Dec. 29 (CNA) Premier Wu Den-yih reiterated Tuesday that the government will stick to three preconditions it has set for the signing of an economic cooperation framework agreement (ECFA) with China.
These preconditions are that the trade pact must be consistent with the country's needs, must be favored by public opinion and must be subject to the supervision of the Legislative Yuan, Wu said in an interview.
He said the government has always made sure that any agreements with China are in the interests of Taiwan and its people.
For example, he said, the government decided last week to postpone the signing of an agreement on the avoidance of double taxation with China after the Chinese authorities went back on an understanding reached between the two sides on the deal.
For many businesses in Taiwan, he said, it is urgent that the ECFA be signed by next May or June.
At the same time, however, the government cannot turn a blind eye to the doubts held by 20 percent to 30 percent of Taiwan's population about the pact, Wu said.
He said the government opposes the idea of holding a referendum on the proposed ECFA because if it is rejected at the polls, no other referendum on the same issue will be allowed for three years.
