Iraq parliament to tackle issue of disputed city

An Iraqi lawmaker says parliament will vote on balloting guidelines for a disputed oil-rich northern city before ratifying a critically needed new election law.
The issue of voting district registries for the city of Kirkuk _ contested among the area's Kurds, Arabs and Turkomen _ has been a stumbling block for the election law.
The law is needed to hold the nationwide elections on time. They have been scheduled for January 16.
Salim Abdullah al-Jibouri, a member of the parliament's legal committee, said on Wednesday that lawmakers will vote between a voters registry from 2004 and voter records from 2009 _ a proposal put forth by the United Nations _ as basis for the balloting.
Legislators could not agree so far which one to pick. The vote is due on Thursday.
