Fate of oil-rich Kirkuk stalls Iraq election law

An Iraqi Kurdish lawmaker said there would be no vote on a crucial electoral law, signaling that a long-sought political consensus on elections had fallen apart.
Lawmakers Tuesday debated the proposal put forward the night before by senior Iraqi officials in the wake of a massive bombing that killed 155 people.
But lawmakers have been deadlocked over the future of the oil-rich city of Kirkuk and who will control it.
Lawmaker Mahmoud Othman told The Associated Press that the issue could not be settled Tuesday, due to the Kirkuk issue.
Observers, including the U.S., worry that failure to agree on the guidelines might delay the crucial vote and allow violence to spiral out of control once more in Iraq.
